William E. Mounts recently served as
Director, International and Commercial Systems Acquisition, Office of
the Secretary of Defense (1993-2001), where he served as a principal
advisor to the Deputy Under Secretary of Defense for Acquisition Reform
and was responsible for directing the development of new and innovative
legislative and regulatory reform approaches concerning international
systems acquisition, armaments cooperation, the acquisition of
commercial items or components, and the use of commercial practices
within the Department of Defense.
In his role as the Office of the Secretary of Defense's commercial
advocate, Mr. Mounts negotiated successfully with Congress, on behalf
of the Administration, for the commercial contracting provisions
contained in the Federal Acquisition Streamlining Act of 1994 and the
Federal Acquisition Reform Act of 1996, and continued to oversee the
Department's Commercial Advocates Forum.
In 1999, Mr. Mounts chaired the Sec. 912 Study on "Commercial Business
Environment: Accelerating Change through Enterprise Teaming" and as a
result of these efforts, was designated to found and lead the DoD
Change Management Center.
